Assam SC & OBC Scholarship 2026-27: Pre & Post Matric Apply Online

Assam SC & OBC Scholarship 2026-27 – Pre-Matric & Post-Matric Apply Online via NSP

Latest Update: The Directorate of Welfare of Scheduled Castes and Backward Classes, Assam has issued Advertisement No. E.No.:391640/2026/530 inviting online applications for Pre-Matric and Post-Matric Scholarships for SC and OBC students of Assam for the academic year 2026-27. Applications open on 1st June 2026 and close on 30th September 2026. All applications must be submitted through the National Scholarship Portal (NSP) at scholarships.gov.in — no offline mode is accepted.

Every year thousands of SC and OBC students in Assam miss out on scholarship money simply because they either do not know about these schemes or they make avoidable mistakes during the application. This article covers every detail you need — eligibility, income limit, required documents, how to apply on NSP, and the exact deadlines — so that you or your child does not lose this opportunity.

The scholarships are funded under the Central Government’s PM YASASVI (PM Young Achievers Scholarship Award Scheme for Vibrant India) umbrella scheme, which covers OBC, EBC, and DNT students, while the SC component is managed separately. Assam benefits from a 90:10 Centre-State funding ratio — meaning 90% of the scholarship money comes directly from the Central Government. The full amount is paid directly into the student’s bank account via DBT (Direct Benefit Transfer) linked to Aadhaar.

Eligibility Criteria – Who Can Apply?

The eligibility conditions are slightly different depending on the scheme. Below is a clear breakdown so you can quickly identify which scheme applies to you.

For Pre-Matric & Post-Matric Scholarships (SC and OBC – General):

  • You must be an Indian citizen and a permanent resident of Assam.
  • You must belong to the Scheduled Caste (SC) or Other Backward Class (OBC) community as notified for Assam. A caste certificate issued by the Office of the District Commissioner of your district is mandatory — certificates from any other authority are not accepted.
  • Your parents’/guardians’ annual income from all sources must not exceed Rs. 2,50,000/- per annum. The income certificate must be obtained from the Circle Officer of your Revenue Circle — no other officer’s certificate will be accepted.
  • A Bonafide Certificate issued by the Head of your institution is required.
  • For Pre-Matric (Component-I / OBC Pre-Matric): You must be studying in Class IX or Class X. OBC students must be enrolled in a Government School only.
  • For Post-Matric: You must have passed Matriculation (Class X) or any higher examination and be studying in a recognized institution at post-secondary or higher level.
  • Your bank account must be active and seeded with your Aadhaar number. Scholarship payment is made only through DBT and a failed transaction due to an inactive or wrong account is not the government’s responsibility.

For Pre-Matric Scholarship – Component-II (SC Students of Parents in Unclean Occupation):

  • This scheme is available for Class I to Class X — much broader than Component-I.
  • There is no income ceiling under this scheme. Any SC student whose parent or guardian is engaged in an unclean occupation can apply regardless of family income.
  • An Unclean Occupation Certificate for the parent/guardian is required, issued by the District Social Welfare Office, an identified officer of a local body, Civic Agency, or any authority designated by the State Government.
  • A Bonafide Certificate from the school/institution is still required.

How to Apply Online for SC & OBC Scholarship on NSP Portal

The entire process runs on the National Scholarship Portal (NSP) at scholarships.gov.in. There is no offline or paper application — any application submitted outside NSP will not be accepted. Follow these steps carefully:

  • Step 1 – OTR Registration on NSP: Download the “NSP OTR” app from Google Play Store or visit scholarships.gov.in. Click on “Student Login” and complete the One Time Registration (OTR). OTR registration is now mandatory before applying for any scholarship on NSP. You will need a valid mobile number and email ID. Your Aadhaar number or Aadhaar Enrollment ID is required for OTR. Once registration is done, you get a permanent Application ID which must be saved — it will be needed for all future applications and renewals.
  • Step 2 – Face Authentication: After OTR, you must complete face authentication through the NSP OTR app. This is a one-time step that validates your identity and generates your OTR number.
  • Step 3 – Login and Select the Scheme: Login with your Application ID and Date of Birth. On the home page, go to the “On-Boarded Schemes” section. Click on the Guidelines link of the relevant scheme (SC Pre-Matric, SC Post-Matric, OBC Pre-Matric, or OBC Post-Matric) to confirm you are eligible, then start the application for that specific scheme.
  • Step 4 – Fill the Application Form: Fill all details exactly as they appear on your official documents. Fields marked with a red asterisk (*) are mandatory. You can save your progress at any point and return later — the portal allows multiple sittings before final submission. Do not change your name, date of birth, or Aadhaar number from what you entered during OTR.
  • Step 5 – Enter Bank Account Details: Enter a bank account that is active and properly seeded with your Aadhaar number. If your account is inactive or the Aadhaar link fails, the scholarship amount will not reach you, and the government does not take responsibility for failed DBT transactions.
  • Step 6 – Upload Documents: Documents need to be uploaded only if your scholarship amount is above Rs. 50,000 per annum. For most pre-matric students, document upload may not be required. Check the Document Upload Popup Screen on the portal for the prescribed file format.
  • Step 7 – Submit Before the Deadline: Once you click the final Submit button, your Application ID becomes permanent and the application goes to your institution for verification. After final submission, you cannot edit basic fields like name, DOB, or Aadhaar/Enrollment ID — those are locked forever. Some other fields like category, income, and bank account details can be corrected by your institution/state if you notify them immediately in writing.
  • Step 8 – Track Your Application: After submission, login to NSP with your Application ID and DOB, and use the “Check Your Status” option to track where your application stands — whether it is pending at institution level, state level, or payment has been processed.

Renewal Scholarship – What You Must Know

If you received the scholarship last year and want to continue it this year, you are a Renewal candidate — not a Fresh candidate. Applying as Fresh when you are actually a Renewal will result in outright rejection.

  • Login using your previous year’s Application ID and Date of Birth as password. If you forgot your Application ID, use the “Forgot Application ID” option and search by bank account number or mobile number.
  • Only students who actually received scholarship payment last year from NSP can renew. If you applied last year but never received payment, you must apply Fresh.
  • You must have at least 75% attendance in the previous academic year to be eligible for renewal. Attendance is verified through the Aadhaar-based attendance system maintained by your institution.
  • Your institution should upload monthly attendance data on the NSP portal. If they have not done so, contact your school/college’s scholarship nodal officer immediately.
  • For post-matric students, if you fail in your course once (especially in Group 1 professional courses), the scholarship may still be renewed once. But a second failure means you bear your own expenses until you pass and move to the next class.

Admin Expert Analysis – Common Mistakes That Get Applications Rejected

Based on what we see at digital centres across Assam, here are the five mistakes that kill most SC and OBC scholarship applications every year. First, students get an OTR number and assume the scholarship is applied — it is not. OTR is just registration; you must separately login, find your scheme, and fill the actual application form. Second, Aadhaar and Enrollment ID fields cannot be edited by anyone, ever — not by you, not by your college, not by the state. Fill these with extreme care during registration. Third, many students submit the form correctly but their institution fails to verify it before 31st October — always visit your school/college scholarship office after submission and confirm they have verified your application on the portal. Fourth, do not use an inactive or recently opened bank account that has not yet been seeded with Aadhaar — the DBT transfer will fail silently. Fifth, OBC students must be in a Government School for pre-matric scholarships; private school OBC students are not eligible under this particular scheme.

Frequently Asked Questions – SC & OBC Scholarship Assam 2026-27

What is the last date to apply for SC and OBC Scholarship in Assam for 2026-27?

The last date for students to submit the online application on NSP is 30th September 2026. After that, the institute-level verification deadline is 31st October 2026. Apply early — NSP portals tend to get very slow in the last week of September.

Is Aadhaar mandatory to apply for NSP Scholarship in Assam?

Aadhaar is mandatory for OTR registration and for receiving payment through DBT. However, for students who do not have an Aadhaar yet, an Aadhaar Enrollment ID can be used during registration. Importantly, for the states of Assam, Meghalaya, and Mizoram specifically, Aadhaar number is not mandatory for scholarship registration. For minor applicants without Aadhaar, the parent’s Aadhaar is mandatory. At the time of renewal in subsequent years, Aadhaar authentication becomes compulsory if not provided earlier.

What is the income limit for SC and OBC Scholarship in Assam?

For all General Pre-Matric and Post-Matric scholarships under both SC and OBC, the income ceiling is Rs. 2,50,000/- per annum from all sources of the parent or guardian. The certificate must be from the Circle Officer of your Revenue Circle. However, under Component-II (for SC students whose parents are engaged in unclean occupations), there is no income limit at all.

Can OBC students in private schools apply for the Pre-Matric Scholarship?

No. The Pre-Matric OBC Scholarship under the PM YASASVI scheme is available only for students studying in Government Schools. OBC students in private schools — even government-aided private schools — are not eligible for the Pre-Matric component. However, OBC students in private colleges or universities can apply for the Post-Matric Scholarship, provided the institution has an AISHE/UDISE code and meets the scheme’s other conditions.

Can I hold both this scholarship and another scholarship at the same time?

No. A scholarship holder under SC/OBC NSP schemes cannot simultaneously hold any other scholarship or stipend. If you are awarded another scholarship, you must choose either of the two — whichever is more beneficial to you — and inform the awarding authority through your institution’s Head. The only exception is that students may additionally accept free lodging grants, book grants, or ad-hoc monetary help from the State Government or other sources over and above this scholarship amount.

What happens if I change my course or institution after getting the scholarship?

Changing your course or institution without prior written approval from the State Government will lead to cancellation of your scholarship, and the amount already paid may be recovered. The Head of your institution is required to report such cases. Migration from one institution to another is generally not allowed during the course of an academic year, except under truly exceptional circumstances. Always apply to the State Government in advance if you foresee a course or college change.

I made a mistake in my submitted application. Can it be corrected?

After final submission, Aadhaar number and Enrollment ID cannot be corrected by anyone at any stage — not by you, your institution, or the state. Other fields such as Gender, Religion, Category, Profession, Annual Income, Disability status, Mode of Study (Hostler/Day Scholar), IFSC Code, and Bank Account Number can be corrected by your institute or the state authority. If you spot a mistake, contact your school/college scholarship nodal officer in writing immediately, and ask them to make the correction on the portal. Any correction made by the institute is notified to you by SMS and email.

My institute name is not showing in the NSP dropdown. What should I do?

First, contact your institution and ask them to reach out to the State Nodal Officer for NSP. You can also contact the Nodal Officer directly through email, under intimation to the concerned Ministry. If your institution is eligible (has an AISHE/UDISE code and meets accreditation norms), the State Government will add it to the NSP database. The contact details of Assam’s NSP Nodal Officer are available under Services → Know Your State Nodal Officer on the NSP portal. Do this urgently — do not wait until September.

How will the scholarship money be paid and when?

The entire scholarship amount — including academic allowance and tuition fee reimbursement — is paid in one installment directly into the student’s bank account through DBT (Direct Benefit Transfer), preferably via the Aadhaar Payment Bridge (AePS). As per the scheme timeline, the State Government is required to complete payment by 30th September of the financial year. For Assam, Central assistance accounts for 90% of the scholarship amount, with the State contributing the remaining 10%. Ensure your bank account is active and your Aadhaar is seeded with the bank — failing this, the transfer will not go through.
